Pin the development tooling
typescript 5.9.3, vitest 5.0.1, @vitest/coverage-v8 5.0.1 and @types/node
24.13.6, exact versions with a lockfile. .npmrc sets legacy-peer-deps
because npm 11.5.2 crashes resolving vitest's optional peer set.
